  • Milton Chan

  • Milton Chan is a Counsel at Hansell LLP and a Senior Consultant at Hansell McLaughlin Advisory.  Milton has extensive public policy, government and regulatory experience.

    Prior to joining Hansell/Hansell McLaughlin, Milton was the Chief of Staff to Ontario's Minister of Indigenous Relations and Reconciliation, where he led a team responsible for developing and implementing policy priorities of one of the most sensitive ministries within the government. During his time as Chief of Staff, he steered major cross-governments initiatives that resulted in the largest investment in programs and actions focused on reconciliation with indigenous people in Ontario's history.  He also served as Director of Strategy and Operations in the Office of the Premier of Ontario, where he oversaw political affairs and strategic stakeholder outreach. 

    Milton also served as enforcement litigation counsel at the Investment Industry Regulatory Organization of Canada where he represented IIROC in regulatory, civil and appeal proceedings at various levels of court and administrative tribunals in Ontario, British Columbia, Alberta, Manitoba, Nova Scotia, New Brunswick and Prince Edward Island. He was also counsel on numerous financial compliance, business conduct compliance, and registration matters. 

    Milton served in senior roles on numerous election campaigns, earning a reputation as a data-driven, detail focused strategist.  He was deputy campaign manager in charge of organizational and legal aspects for Premier Kathleen Wynne successful come-from-behind leadership bid in 2013, and had managed dozens of nomination and general elections campaign in the past two decades. He was a member of the National Board of Directors and National Platform Committee for the Liberal Party of Canada, and has been involved in election campaigns internationally. 

    For three years, Milton chaired the Scarborough Panel of the Property Standards Committee for the City of Toronto, a quasi-judicial body that hears appeal of charges of municipal code violations.
